A lot of factions had formed since the Gods Moneru and Suneru had "abandoned" the Donstropians and many wanted independence. Therefore a big meeting, with the leader of all Donstropians Mowonai and said factions, was held. It was decided that the land of Afersis would be carved up and divided into 8 different Districts. These districts did not gain complete sovereignty but some privileges such as their own religions, laws, and politics. All this, however, under the watchful eye of Mowonai.
