Warina is one of the most fleshed-out cities in [[Afersis]] and rightfully so. It's often considered the capital of [[Afersis]] let alone [[Water Kingdom]]. It is divided into four tiers and each tier is divided into four regions. Every region has a name and main purpose but there is often some overlap between regions.
